When Crescent Communities selected Architectural Plan Review (APR) to manage architectural control for The River District, it marked a significant milestone: APR’s first project in the Carolinas market. As the community continues to grow and take shape, that partnership is proving to be exactly what a community of this scale and ambition requires.

The River District’s tagline — “City and Nature in Perfect Harmony” — is more than a marketing phrase. It reflects a deliberate planning philosophy rooted in the belief that great communities protect and celebrate the land they’re built on.
The community is guided by the One Planet Living Framework, an international sustainability initiative built around the principle that we should all live within the natural limits of one planet’s resources. The River District is the first community in the Southeast and only the third in the U.S. to adopt this framework as a guiding principle for its development.

That commitment to sustainability is woven into every aspect of the community’s design: 500+ acres of preserved green space, partnerships with local nonprofits to enhance biodiversity, and a 2-acre working sustainable farm at the heart of Westrow, the community’s urban town center and first residential phase.

The River District is not a single neighborhood. Rather, it is a network of interconnected communities, each with its own character and role within the broader master plan.
Westrow, the community’s 70-acre town center and first phase, combines small-scale residential with mixed-use development organized around the working farm. It is where residents can find their morning coffee, their evening stroll, and their neighbors, all within a few blocks.
Basswood, the community’s second residential neighborhood, offers a range of single-family options from cottage-style homes to larger basement lots, surrounded by parks and connected to the Basswood Trailhead. The trailhead links directly to the Airline Bike Park, Westrow, and the community’s beloved landmark, Big Pete (more on that later!).
Riverfront Park adds yet another dimension: Charlotte’s first and only riverfront park, providing residents with direct access to the Catawba River and the natural beauty that gives The River District its name.

When Crescent Communities evaluated partners to manage architectural control for The River District, they turned to APR, a company with more than 25 years of experience helping master-planned communities establish, manage, and protect their design standards.
APR’s selection for The River District was announced in late 2024 as part of APR’s expansion into the Carolinas market — a region increasingly defined by high-growth, master-planned development. Architectural Plan Review is about more than approving or denying a submittal. At The River District, APR’s role spans the full lifecycle of architectural control: from developing the design guidelines that define the community’s character, to reviewing builder plan submittals for compliance, to coordinating with Crescent’s team on complex or precedent-setting decisions. APR’s proprietary platform, APRTrac, brings transparency and efficiency to every step of the process — giving builders, developers, and APR’s review team a shared, real-time view of each submittal from initial intake through final approval.

big pete & the spirit of the district
No profile of The River District would be complete without mentioning Pete — or more precisely, Big Pete. Created by world-renowned Danish artist Thomas Dambo, the giant wooden troll sculpture stands as a community landmark, drawing visitors from across the region and serving as a playful symbol of the community’s commitment to art, nature, and a sense of wonder.
Pete is the kind of detail that signals something important: The River District is a place that takes its identity seriously. The architecture, the landscaping, the public art: all of it is meant to cohere into something greater than the sum of its parts.
