Nell Hedge Named Director of Client Relations & Human Resources
We are thrilled to announce that Nell Hedge has been named Director of Client Relations & Human Resources.
Nell joined APR in May 2022, bringing with her a background in education and a genuine love of working with people — skills she honed as Director of the Santa Claus Museum and Village in Santa Claus, Indiana, and through her work with JA Worldwide and the Abilene Independent School District. A graduate of Indiana University, Nell has always been drawn to the human side of any organization, and her tenure at APR has been a natural extension of that calling.
In her expanded role, Nell oversees all people-related functions at APR, from hiring and onboarding to team engagement and employee relations. She also serves as a key relationship steward with our clients — not at the operational level, but at the relational level — ensuring that the trust and communication that define our partnerships remain healthy and strong.
Nell brings something rare to this role: she is equally comfortable supporting a team member navigating a tough situation and maintaining a warm, professional relationship with a long-term developer partner. Her steady, thoughtful approach — she’s famously known for encouraging others to “take a minute to think before responding” — is exactly what this role calls for.

Tabitha Gilliam Steps into Expanded Director of Client Services Role
Many of you may already know that we celebrated Tabitha Gilliam’s promotion to Director of HOA Services in 2025. We’re thrilled to share that Tabitha’s expanded responsibilities now also include the role of Director of Client Services (Operations), reflecting her extraordinary growth and the critical nature of the work she leads.
Tabitha has been with APR since her early days as a Community Specialist, earning recognition for her meticulous attention to detail, her thorough and thoughtful approach to plan review, and her unwavering commitment to maintaining the client’s vision for their master-planned communities. Her one-year anniversary celebration at APR highlighted her “exceptional skills in reviewing homeowner submittals” — and she has only continued to grow from there.
Now serving as the central authority for plan review quality, guideline interpretation, and escalation management, Tabitha has become the single source of truth for our Client Services team. She is building the systems, SOPs, and training resources that will ensure consistent, high-quality reviews across every community we serve — now and as we continue to expand nationally.
Tabitha has shared that she is inspired by a career that lets her contribute meaningfully while still being the mother she wants to be at home. That balance of purpose and presence shows up in everything she does. We are honored to have her at the helm of Client Services.

Alongside these director-level promotions, APR has also formalized a Team Lead structure within our Community Specialist pods — a meaningful step in how we support our growing team. We are proud to recognize three outstanding Community Specialists who have stepped into these new leadership roles:
Cassie Dillon — Team Lead / Sr. Community Specialist Cassie has been a cornerstone of the APR team since she transitioned into Architectural Compliance in 2018 after years of HOA work. A skilled communicator with a bachelor’s degree in communication, Cassie is a natural trainer and mentor. She will continue leading her pod with the same warmth and precision that has made her indispensable to builders and developers alike. When she’s not shepherding plans through APRTrac or coaching her team, you’ll find her crafting, reading, or kayaking.
Jamie Roucloux — Team Lead / Sr. Community Specialist Jamie is one of APR’s most tenured and trusted Community Specialists–“our historical resource”–and her deep institutional knowledge of our systems and processes makes her an invaluable resource for her pod. Her background in communications has always made her an effective partner for builder teams and developer clients alike, and her intimate familiarity with our platform uniquely positions her to support both day-to-day questions and new systems development. Jamie is also a dedicated mom who brings that same care to everything she does — including baking, quilting, and the occasional DIY project.
Grace White — Team Lead / Sr. Community Specialist Grace is a central Texas native and Baylor University graduate who has built her career around a simple but powerful principle: keeping the trust of communities and helping their vision come to fruition. Highly experienced in architectural control for large-scale communities, Grace is an excellent trainer and a calming presence for her pod. Outside of work, she’s always planning her next adventure — usually with her husband and a list of great dinner spots.
